FJWU Expression of Interest (Hiring of Engineering Consultancy Firm)

Fatima Jinnah Women University (FJWU) at Rawalpindi intends to hire services of a reputed Engineering Consultancy Firm for the infrastructure development work of their Campus II, Phase-II, at Chakri Road, Rawalpindi. It is an HEC funded project with approved value of Rs.708.477 million for civil works having 36 months duration.

1 .Scope for Consultancy Services will include the following:
1.1      Review of Topographic Survey, approved Layout Plan and drawing / designs for external development and civil work and suggest amendments.
1.2      Preparation of tender documents for external development and civil work containing;        
                I)    Civil work includes;
                    i)      Construction of following:

  1. 2 x Academic Blocks – 115,360 sft
  2. 1x Girl Hostel – 62,300 sft
  3. Infrastructure works

 

                II)     External development includes;
                     i)      Landscaping (left over work of Phase-I),  ii)     Construction of roads (Phase I, II)
                     iii)    Sewerage System,   iv)   Storm water drainages, v)     Water Supply and tube wells, and
                     vi)    External Electrification work. 
1.3      Detailed supervision during execution of external development and civil work.
 2. Eligibility Criteria.
The following are requirements for submitting proposals/bids.
2.1      Firms having capacity and experience of similar works duly registered with Govt. of Punjab are required to submit their Technical and Financial proposals/bids in two envelops with complete firm's profile and experience along with documentary proofs.
2.2      Name of the individual/organization, address, contract person, telephone and fax number, date of establishment, copy of Certificate of Incorporation of registration.
2.3      List of full time technical and support personnel with their qualification and experience.
2.4      List of all consultancy jobs that have been completed and are in progress with a brief description, state location, name of client, overall cost, time of start and completion period.
2.5      Proof of financial ability and Banker's certificate of financial soundness-last five years' audited financial statements are to be attached.
2.6      Copy of National Tax Certificate, Punjab sale Tax and Income tax clearance certificate for last five years.
2.7      Copy of Registration with Govt. of Punjab/ PEC.  
2.8      Consultancy charges and top supervision/Quotation price may be given on equivalent percentage basis for all the above said assignments.  
2.9      Bid security @ 5% of the estimated price is required to be submitted as per clause 27 of PPRA rules.
2.10    In case of joint ventures, an MOU between the parties on stamp papers is to be submitted.
3. Submission of Bids.
3.1      Complete application with supporting documents must reach the office of Director (P&D), Fatima Jinnah Women University, Rawalpindi by December 21, 2016.
3.2      Any wrong information provided shall tantamount to misconduct and render the Consultants to be disqualified at any time in addition to action as per laws/rules
3.3      The Competent Authority reserves the right to reject all the quotations / offers prior to acceptance of bid. Grounds for rejection shall be communicated to any bidder if requested but shall not be required to justify those grounds. 
3.4      Bidding documents are immediately available with Treasurer Office of FJWU on payment of Rs. 1000 each copy.
3.5      Conditional tenders and tenders without bid security will not be entertained.

3.7      Pre-bid meeting shall be held on December 14, 2016.
3.8      Each bidder shall submit only one bid.
3.7    Those firms who have already purchased the bidding documents shall be entertained.
