Tender Notice for Consultancy Services

  1. Fatima Jinnah Women University, Rawalpindi invites e-bids from eligible Engineering Consultancy Firms/ Companies/ Consultants for hiring of Consultants for Review & Revision of Master Plan of Campus II (Area 2333 Kanals) and Corresponding Approvals, Preparation of PC-I and PC-II documents of Phase III Campus II and Architectural & Engineering Design Services, Preparation of Tender Documents of Infrastructure Development Projects (details in the tender document)
  2. Procurement procedure strictly is adopted in accordance with Punjab Procurement Rules 2014 (as amended) through E-Tendering.
  3. Undertaking by the firm / company on a legal paper / stamp paper that it is currently not black listed by procuring agency and PPRA.
  4. Firms/ Companies/ Consultants (Interested Parties), having relevant experience may apply along with all the documents as required in tender Document after fulfilling the following terms & conditions:
    1. Should have valid registration with the relevant professional body including PEC, PCATP
    2. Should be registered with the SECP / Registrar of Firms / Chamber of Commerce or any other body depicting the legal status of the firm, company or organization
    3. National Tax Registration number with active taxpayer number
    4. Should be registered with the Punjab Revenue Authority (PRA).
    5. Other mandatory/ necessary requirements are required to be fulfilled as mentioned in the tender document.
  5. NIT document can be downloaded from the Fatima Jinnah Women University website (https://www.fjwu.edu.pk/), PPRA Punjab website (https://ppra.punjab.gov.pk/) or EPAD (Punjab) (https://punjab.eprocure.gov.pk/). The bidder shall download the NIT document from websites free of cost and participate in the bidding process.
  6. The prices quoted should be valid for 90 days and extendable for another 30 days.
  7. Interested firms should have adequate financial soundness, similar work experience and personal capabilities (Evaluation criteria attached in the NIT document).

  1. The bid must be accompanied by a bid security 3% amounting to Rs. 300,000/- in the name of Treasurer Fatima Jinnah Women University, Rawalpindi, and must be submitted along with covering letter to the P&D Directorate on or before the date for bid submission. The soft copy of the bid security must be attached with E-Bids on EPAD. E-Bids without bid security will not be entertained.
  2. The successful firm shall furnish 5 % performance guarantee in the form of bank guarantee in favor of Fatima Jinnah Women University, Rawalpindi.
  3. Offer received by any other means other than E-PADS, received through mail / courier / by hand before the expiry of submission time will be rejected.
  4. Interested E-Bidders can ask for clarification about any part of the tender document by sending a written request on EPAD. However, they must do this at least three working days before the proposal submission deadline.
  5. All Taxes i.e Income Tax, Professional Tax, Sales Tax and Stamp Duty will be recoverable as per directives of the Government issued from time to time.
  6. Incomplete/disfiguring/overwriting/conditional/late bids will be considered non-responsive.
  7. The authority reserves the right to accept / reject any or all the application / tenders as per PPRA rules.
  8. All the prevailing PPRA rules/act and other Govt. Notifications issued from time to time shall be applicable.
