Tender Notice: Expression of Interest

  1. In accordance with the PPRA Punjab rule 46A ‘Selection process of firm of consultants in a short consultancy’, the Planning & Development (P&D) Directorate, Fatima Jinnah Women University, Rawalpindi, intends to engage the services of a qualified and experienced consultancy firm for provision of consultancy services for various development projects under the Budget Estimates FY 2026–27. An amount of Rs. 10.00 million has been allocated under the head “Consultancy and Contractual Work” for this purpose.
  2. In this regard, P&D Directorate intends to seek services of qualified consultancy firms for services including, but not limited to,
    • Detailed architectural and engineering designs
    • Preparation of cost estimates as per latest MRS / market rates
    • Preparation of tender documents and BOQs
    • Assistance in bid evaluation and procurement process (PPRA compliant)
    • Construction supervision, quality assurance, and progress monitoring
    • Preparation of progress reports and project documentation
  3. The consultancy services are required for the following projects:

  4. Eligibility Criteria

    Consultancy firms must:

    • Be registered with Pakistan Engineering Council (PEC)/PCATP as Consulting Firm.
    • Have at least 05 years of relevant consultancy experience.
    • Have qualified technical staff (Architects, Civil Engineers, Electrical Engineers, etc.)
    • Copy of NTN and GST / PST registration certificates
  5. Pre-bid meeting will be held on October 26, 2026 at 11:30hours in the P&D Directorate, FJWU.
  6. Submission of Proposals: Interested firms are required to submit Technical Proposal (as per eligibility and evaluation criteria) & Financial Proposal (sealed separately).
  7. Submission Deadline: Sealed Proposals are to be submitted by November 3, 2026 by 11:00 am and opening at 11:30am on the same day.
  8. Terms & Conditions
    • The proposals will be evaluated in accordance with PPRA Punjab Rules.
    • Incomplete, conditional, or late submissions will not be entertained.
    • Taxes will be deducted as per Government rules.
    • A contract agreement shall be signed as per Standard Form of Contract for Engineering Consultancy Services issued/adopted by Pakistan Engineering Council (PEC), with amendments approved by the University where applicable.
    • This letter does not constitute any commitment on the part of the University to award the contract.
    • Proposal Validity: 90 days and extendable for another 30 days.
    • Consultancy Period: 12 months or completion of assigned projects, whichever is later.
    • In case of any official or local holiday, falling on the last date for submission of the bids, the next working day will automatically be the date for opening of the bids.
    • The University reserves the right to accept / reject any or all the applications as per PPRA rules.
