Tender Notice for Maintenance/Paint Work at Campus I

FJWU invites E-bids through E-PADS (https://eprocure.gov.pk/) from contractors who have got their names enlisted / renewed for the current financial year i.e. 2024-25 as per Punjab Local Government Works rules 2017 and have registered on E-PADS for the year 2024-25 @ MRS 1st Bi Annual 2025, from 1st  Jan 2025 to 30th June 2025 District Punjab.

  1. The Bidding shall be conducted in line with “Single Stage Two Envelope” procedure of the Punjab Procurement Rules 2014 and is open to all eligible bidders.   three (3%) bid security of total estimated price in shape of Demand Draft / Pay Order / Call Deposit Receipt  in favor of Treasurer Fatima Jinnah Women University, Rawalpindi (FTN # 9020016-0), must be submitted along with covering letter in the University Purchase Office. The soft copy of the bid security must be attached with E-Bids on EPAD. E-Bids without or LESS earnest money of the total estimated price mentioned below will not be entertained. No Crossed-Cheque / Bank Challan / Cash or any other instrument other than Demand Draft / Pay Order / Call Deposit will be accepted.
  2. Please attach soft copy of e-bid security along-with the technical e-bid / proposal and original e-bid security to be submitted in the university PD Office before tender opening date and time.
  3. Offer received by any other means other than E-PADS, received through mail / courier / by hand before the expiry of submission time will be rejected.
  4.       Tender Documents are available on EPAD (Punjab) https://punjab.eprocure.gov.pk/ / Punjab   PPRA https://ppra.punjab.gov.pk/ as well as on university website https://www.fjwu.edu.pk/ Detailed Terms & Conditions / Tender documents can be downloaded from EPAD, Punjab, PPRA as well as from university website after uploading / publication of the tender notice. The e-bidder shall download the e-bidding documents.
  5. The bid(s) prepared in accordance with the instructions mentioned in the respective procurement activity's Bidding Document, must be submitted through e-PADS at https://eprocure.gov.pk by or before 11:00 A.M hours PST on the closing date (19-06-2025) for respective procurement activity mentioned above. The bids will be opened at 11:30 A.M hours PST through e-PADS on same day for respective procurement activity in the presence of bidders or their representatives who shall choose to attend the bids' opening session to be held in office of the Director P&D.
    1. The successful bidder, under section 56 of PPRA rules 2014, shall be bound to submit a Performance Guarantee amounting to 10% of Contract Amount which will be returned after successful completion of the project in shape of Call Deposit or Bank Guarantee from any Schedule bank within 15 days after opening of tender.
    2. As per Punjab Local Government (Works) Rules 2017, in case the rates of the lowest bid are equal to or less than 5% of the estimated cost, the lowest bidder shall be bound to deposit additional performance security from a schedule bank from 5% to 10% (including CDR deposited at the time of tendering) within 15 days of issuance of notice as under:

    4. The additional performance security shall be refunded after issuance of completion certificate by theIn- charge of Engineering Branch.
  6. The quoted rates in the bids must be item wise and clearly readable. Furthermore, incomplete, Ambiguous and unfilled bids would not be entertained and considered as rejected.
  7. The Competent Authority may reject all bids at any time prior to the approval / acceptance of the Tender rates.
  8. When Acceptance letter is issued to the successful contractor, he has to make the agreement with department on stamp paper of value specified by Government within seven days for issuance of Work Order.
  9. Bidding document is also available on PPRA Punjab website.
  10. In case of submission of any fake or forge document, the Contractor/ Firm would be disqualified/blacklisted. The procuring agency may reject all bids or proposals at any time prior to the acceptance of bid or proposals under PPRA Rules-2014, Chapter VI, Clause-35.
  11. Non-responsive, Non Readable, Non Signed & Non Stamped bids shall be rejected
