Tender Notice for Procurement of Stationery Items (2026)

Fatima Jinnah Women University (hereinafter referred to as FJWU) invites E-Bids for PROCUREMENT OF STATIONERY ITEMS. Details are attached as Annexure A: -

Terms & Conditions:

  1. All interested E-Bidders should be registered with relevant Registration Authorities and Tax Departments/ Authorities (Income Tax, Sales Tax & Punjab Sales Tax etc.) and must be an active tax filer.
  2. The prices should be quoted in Pak Rupees. The GST to be indicated separately where applicable.
  3. The prices quoted should be valid for 90 days and extendable for another 30 days.
  4. The University may reject all E-Bids or proposals at any time prior to the acceptance of an E-Bid or proposal. The University shall upon request communicate to any E-Bidder who submitted an E-Bid or proposal, the ground for its rejection of proposals, but is not required to justify those grounds.
  5. Two (2%) bid security of total estimated price (Lot wise) in favor of “Treasurer Fatima Jinnah Women University, Rawalpindi”, must be submitted (lot wise).
  6. E-Bids without or LESS earnest money of the total estimated price mentioned below (Lot wise) will not be entertained. (University FTN # 9020016-0).
  7. E-Bids on Lot basis are invited from Bidders i.e., firms/companies/sole proprietor/ general order Service Providers. The bidders should submit E-bids against each Lot separately, as contracts will be awarded separately for each Lot.  The E-bids shall be received as per single stage two envelope procedures.
  8. All E-bids must be accompanied by a Bid Security of the amount mentioned below against each lot should be submitted / transferred online as per the procedure established in system (e-Procurement System) in collaboration with Bank of Punjab.
  9. The complete E-bids must be submitted online on Punjab e-Procurement System (eP) website i.e., https://ep.punjab.gov.pk
  10. Bid Security must be submitted / transferred online as per the procedure established in system (e-Procurement System) in collaboration with Bank of Punjab.

  11.  Bidders are advised to ensure uploading the Bid on eP Portal, well before the submission of deadline, and not wait for the last date and time to upload the bid. Bid submission on eP Portal shall entirely be the responsibility of the bidder. FJWU shall not be held responsible for any issues thereof.
  12.  Offer received by any other means other than Punjab e-Procurement System, received through mail / courier / by hand before the expiry of submission time will be rejected.

The bidder shall download the bidding documents from websites and participate in the procurement process without paying any tender fee.

Procurement Method:
Single Stage-Two Envelope
Evaluation Criteria:
Evaluation shall be done as per rule 38-A of PPRA 2014.Technically compliant and lowest evaluated E- Bid will be accepted. Evaluation shall be lot wise.
Interested parties may submit their E-Bids till 1100 hours on 18th August 2026. The E-Bids will be opened on the same day at 1130 Hours. No bid will be received after 1100 hours. In case of any official or local holiday, falling on the last date for submission of the bids, the next working day will automatically be the date for opening of the bids.
