Tender Notice Renting Space for Billboards/ Hoardings (LED Installation) at Campus I

Fatima Jinnah Women University invites Bids from well-established and economically sound parties for renting four billboards/ hoardings’ sites located inside university premises.
Terms & Conditions

  1. All interested Bidders should be registered with Income Tax and Sales Tax Department and must be an active tax filer.
  2. The prices should be quoted in Pak Rupees. The GST / PST to be indicated separately where applicable.
  3. The prices quoted should be valid for 90 days and extendable for another 30 days.
  4. The University reserves the right to accept or reject all or any of the bids or any part thereof without assigning any reason/ explanation.
  5. Pre-Bid meeting will be held on October 20, 2026 at 11:30 hours.
  6. Five percent (5%) of the estimated annual rent as mentioned below of the annual contract must be accompanied with the Bids as earnest money (refundable to the unsuccessful Bidders) in the form of Demand Draft / Pay Order / Call Deposit Receipt in favor of Treasurer Fatima Jinnah Women University, Rawalpindi separately for each site as mentioned below. Bids(s) without earnest money will not be considered. Bids with LESS earnest money will not be entertained. No Crossed-Cheque / Bank Challan / Cash or any other instrument other than Demand Draft / Pay Order / Call Deposit will be accepted. University FTN: 9020016-0
  7. Total Annual Estimated rent of each site is as follows: -
    1. Site no. 1 facing PC Hotel                     Rs. 6,313,188/- (Bid Security - Rs. 315,659/-)
    2. Site no. 2 facing PC Hotel                     Rs. 6,313,188/- (Bid Security - Rs. 315,659/-)
    3. Site no. 3 coming from DHA                 Rs. 6,313,188/- (Bid Security - Rs. 315,659/-)
    4. Site no. 4 coming from DHA                 Rs. 6,313,188/- (Bid Security - Rs. 315,659/-)

For all four sites           Rs. 25,252,752/- (Bid Security: Rs. 1,262,636/-)

  2. The Bidder shall download the Bidding documents from website and participate in the procurement process without paying any tender fee. Bidders will submit separate rates for each site.

Procurement Method: Single Stage – One Envelope
Evaluation Criteria:   Technically compliance and highest evaluated Bids will be accepted.
Interested parties may submit their sealed bids till 1100 hours on October 28, 2026 in Purchase Office, FJWU. The bids will be opened on the same day at 1130 Hours. In case of any official or local holiday, falling on the last date for submission of the bids, the next working day will automatically be the date for opening of the bids.
